
ALBANY NY (WRGB) – Phase Four isn’t shaping up to be the end of the pandemic so many were hoping it would be.
Albany County Executive Dan McCoy confirmed that he, and other local leaders received guidance from the Governor Office’s informing them that Phase Four will not include businesses such as Malls, Gyms, and Movie Theaters.
In addition, McCoy states that Huck Finn’s Playland, which just Monday announced their plans to reopen on July 1st, is no longer permitted to do so at this time.
He says this is different from guidance that which was outlined as recently as a few weeks ago. He says the new plan is to “Phase into Phase Four.”

“They’re going to ease into it over time,” McCoy said. “It might be a week, it might be two days, might be a day, might be a month before that stuff starts to happen.”
McCoy states that he hasn’t heard specific dates on when such businesses can open, but that it’s determinant on the numbers going forward.
This comes amid concerns over a surge in COVID-19 cases on a national level. The easing into Phase Four is a result of New York’s plan to keep COVID-19 numbers low in the Empire State.

When asked specifically about the plan to reopen Malls, McCoy said that they would try to reopen parts of a mall at a time, to help the “dying stores” inside, and added that something like the food court wouldn’t be reopening as quickly.
In addition, under the original plan, restaurants and bars, which are currently operating under 50% capacity, would be allowed to reopen fully. McCoy says this might not be the case any more, at least not on July 1st.
They’re even saying now they might hold off on that, and phase them in. So they might not be able to go to 100% on the first of July.
The Capital Region is set to move into Phase Four as scheduled on July 1st.
