Parts of neighborhoods were blocked off overnight, so police could clear the crowds.
State guidelines still ban gatherings of more than 10 people, but it was crowded on North Clinton Avenue, near Rauber Street, around 12:30 a.m. on Monday.
A News10NBC photographer on the scene said he saw at least 200 people.
Rochester Police could be heard over a loudspeaker telling people to leave the area.
That happened just hours after officers dealt with a similar issue on Lyell Avenue.
News10NBC got to the area before police arrived.
There were dozens of people hanging out in a parking lot and on the sidewalks, not wearing masks.
Both locations were eventually cleared.
News10NBC is currently working to find out if police arrested anyone.
